The DOE Alumni Network is a new initiative created to unite former U.S. Department of Energy staff in a collaborative community. Together, we champion an ambitious science and technology agenda to help the United States prosper now and in the future. The DOE Alumni Network facilitates non-partisan policy engagement in support of DOE’s mission, preserves and shares institutional knowledge, and supports career development and networking opportunities for its members.

About the DOE Alumni Network
The DOE Alumni Network unites former DOE staff in a collaborative community that champions a transformational science and technology agenda for the United States by facilitating non-partisan policy engagement, preserving and sharing institutional knowledge, and supporting career development and networking opportunities for its members.
We believe the unique expertise and institutional knowledge of DOE alumni are critical resources. The network connects former staff with each other and with external stakeholders to:
Preserve and share institutional knowledge and expertise to help fortify the DOE's mission.
Facilitate career development and networking opportunities.
Provide a platform for alumni to contribute to high-stakes policy discussions and help shape an ambitious future for clean energy, science, nuclear security, and nuclear clean-up.
Develop a vision for a DOE that addresses all of our future energy challenges.
The DOE Alumni Network team is administratively housed at the Environmental Protection Network (EPN).

Executive Director
Jocelyn Brown-Saracino is the Executive Director of the U.S. Department of Energy Alumni Network. Jocelyn joins the Network following 15 years of service at the Department of Energy. In her most recent role with the Department, Jocelyn served as the Department’s Offshore Wind Lead. In this position she had the opportunity to work with colleagues across the Department and the Federal government on efforts such as the Floating Offshore Wind Shot, offshore wind transmission planning efforts, supply chain development, and policy analysis. Prior to that, Jocelyn served as program manager for DOE’s Wind Energy Environmental, Siting, Workforce Development and Grid portfolio, and managed the Department’s Wind, Ocean Energy, and Hydropower environmental research portfolios.
She came to the U.S. Department of Energy through the NOAA Sea Grant John A. Knauss Marine Policy Fellowship program. She holds a master’s degree in marine science from the University of New England and a bachelor’s degree in biological sciences from Smith College.

Carla Frisch is a member of the U.S. Department of Energy Alumni Network Advisory Board and most recently served as DOE’s Executive Director (Acting) and Principal Deputy Director of the Office of Policy. She worked in a variety of leadership positions at DOE under five administrations, focused on the intersection of analysis, policy, and real-world impact. She is a recipient of the Secretary of Energy's Excellence Award.

Advisory Board Member
Corey Hinderstein is a member of the U.S. Department of Energy Advisory Board. Corey is also vice president for studies at the Carnegie Endowment for International Peace, overseeing the Technology and International Affairs Program, the Nuclear Policy Program, and the Sustainability, Climate, and Geopolitics Program. She works primarily on nuclear strategy, security, and nonproliferation issues; and emerging and disruptive technology of strategic consequence.
Hinderstein is a past president and fellow of the Institute of Nuclear Materials Management and served on the board of directors for the World Institute for Nuclear Security. She has also served in advisory capacities for multiple U.S. national laboratories.
Prior to joining Carnegie, she was the acting principal deputy administrator for DOE’s National Nuclear Security Administration and the deputy administrator for Defense Nuclear Nonproliferation. Before her confirmation by the Senate in 2021, Hinderstein was a vice president at the Nuclear Threat Initiative. Corey also served at DOE from 2017-2019.

Kathleen Hogan is a member of the U.S. Department of Energy Alumni Network Advisory Board and most recently served as DOE’s Principal Deputy Under Secretary for Infrastructure. Prior positions include the Acting Under Secretary for Science and Energy where she helped the Agency launch its Energy Earthshot program and the Deputy Assistant Secretary for Energy Efficiency.Earlier, in her career, she led an EPA division for more than ten years in the development and implementation of a suite of clean energy policies and programs to cost-effectively address climate change.
Kathleen has served under six different Presidential administrations and has been recognized throughout her career for her leadership in public service, most recently with Presidential Rank Awards (2015, 2024), The Samuel J. Heyman Service to America Medals Career Achievement Award (2016), and a Secretary of Energy Exceptional Service Award (2018).

Board Advisor
Michelle Roos (she/her) is a Board Advisor for the U.S. Department of Energy Alumni Network. She has served as the Executive Director of the Environmental Protection Network (EPN) since 2018. EPN has a small staff and over 750 EPA alumni across the country volunteering their time to protect the integrity of EPA, human health, and the environment. Michelle is also an EPA alum who worked in both Washington, D.C., and San Francisco, California, on a number of projects. In 2004, she co-founded the West Coast Collaborative—a public-private partnership that implements projects to reduce emissions from diesel engines along the West Coast, Alaska and the American Pacific Islands. And in 2011, she led a national work group to better incorporate environmental justice into the federal environmental permitting process as part of Plan EJ 2014. Michelle also interned at CEQ, worked as a permit engineer for the state of Texas, and worked as an independent environmental consultant for a variety of clients including E4 Strategic Solutions, His Majesty Charles the Third, and EcoMedia.

Tarak Shah is a member of the U.S. Department of Energy Alumni Network Advisory Board and founded the network in 2025.
Shah served as Chief of Staff of the U.S. Department of Energy from 2021-2022. From 2017-2021, Tarak worked for a variety of advocacy organizations that championed DOE’s role in advancing America’s energy future.
From 2014-2017, he served as Chief of Staff to the Under Secretary for Science and Energy at DOE. Earlier in his career, Tarak served at the Pentagon spearheading efforts to optimize the U.S. military's energy use and at the White House Council on Environmental Quality. -
Advisory Board Member
Ike White is a member of the U.S. Department of Energy Alumni Network Advisory Board and retired from DOE in January 2025. Prior to his retirement, he led the Department of Energy’s Office of Environmental Management (EM), providing leadership for the safe cleanup of the environmental legacy brought about from five decades of nuclear weapons development and government-sponsored nuclear energy research.
Before joining EM in 2019, Ike served as the Chief of Staff and Associate Principal Deputy Administrator for the National Nuclear Security Administration (NNSA), providing leadership and coordination on operational and technical issues. While in NNSA, Ike also served as the Deputy Associate Administrator for Safety and Health and held various other management and technical positions in Defense Programs. Earlier in his career, he served in a variety of technical positions at the Defense Nuclear Facilities Safety Board focused on nuclear safety and operations.
Ike has a Bachelor of Science in Electrical Engineering from the University of Mississippi and a Master of Science in engineering from the University of California, Berkeley. He currently lives in Shepherdstown, West Virginia.
