Disrupted Awards

This dataset provides award level detail for thousands of disrupted energy innovation awards made by the U.S. Department of Energy (DOE), as discussed in the DOE Alumni Network and Lawyers for Good Government 2026 report, Innovation on Hold: One Year Since DOE’s Mass Award Terminations.

How to Filter Projects by “Events”

“Which List?” identifies the key events the award was part of, as described below. Some awards are listed in multiple events.

Use the Following Events as Guidance:

  • 9/25 Proposed Terminations to the Office of Management and Budget (OMB): A September 2025 list of 624 awards that DOE identified for termination and sought OMB approval for. This list was included in court filings in the case Thakur v. Trump.

  • 10/1/25 Terminations: 321 awards that DOE terminated on Oct. 1, 2025 “based solely” on the awardee being located in a “blue state.” This is a subset of the 9/25 list. Learn more here.

  • 10/8/25 Terminations: Five additional awards from DOE’s Office of Manufacturing and Energy Supply Chains (MESC) that were terminated on October 8, 2025.

  • Thakur Terminations: A list of 284 awards that DOE said OMB identified for termination on Oct. 1, 2025. This list includes many but not all of the awards that DOE originally identified for termination on October 1, 2025. It also includes a handful of awards never previously identified for termination. These differences are noted in Appendix A1 of Innovation on Hold.

  • 4/14/26 Retention List: A list of 1,951 awards that DOE included on a list to “retain/modify” at the completion of the “Portfolio Review Process” process.

  • PR-ERF Terminations: A list of 11 Puerto Rico Energy Resilience Fund awards which DOE terminated in 2025 and 2026.

Additional Key Filters

“Additional Award Status” identifies if an award has been closed out, also known as “deobligated” or if a previously terminated award has been reinstated, tagged here as “unterminated.”

“Litigation Status” identifies if an award is an active participant in litigation to reverse their award termination and the current status of that termination. The names of the lawsuits and litigation statuses are included.

The Innovation on Hold report identified more than 1,700 additional awards that are being “ghosted” by DOE, as of October 2026. Those awards are not currently included in this database, but we hope to include them in the future.
